“Parties may stipulate to an amount of child support, but this stipulation is subject to the approval of the court. The stipulation will not be approved unless the parties declare all of the following in the stipulation: (1) they are fully informed of their rights concerning child support; (2) The order is being agreed to without coercion or duress; (3) The agreement is in the best interests of the children involved; (4) The needs of the children will be adequately met by the stipulated amount; and (5) The right to support has not been assigned to the county . . . and no public assistance application is pending. (FC 4065(a).)
If the parties stipulate to a child support order whereby the amount is lower than the amount established in FC 4055, a change in circumstances is not necessary to obtain a modification of the child support order to the applicable guideline level or above (FC 4065, CRC Rule 5.260(c)). “
